Delegates from Khabarovsk Krai join forum 'State for People' in Krasnoyarsk

The forum takes place at the National Center «Russia» in Krasnoyarsk as part of the federal project with the same name. It aims to develop a public administration system tailored to the needs of citizens and businesses. Over 1,500 participants are attending, including representatives from federal and regional authorities, multifunctional centers (MFCs), IT specialists, and entrepreneurs.

Seven people represent Khabarovsk Krai: employees from the regional Ministry of Digital Development and Communications, Ministry of Culture, Ministry of Social Protection, Ministry of Sports, the MFC, the Regional Center for Optimization of State and Municipal Services, and the administration of Khabarovsk city.

The business program includes more than 30 sessions. Topics cover digitalization and seamless service delivery under the national project «Data Economy and Digital Transformation of the State,» exchange of regional practices and their scaling, client-centric approaches in various sectors, and developing services for participants of the special military operation and their families.

Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko, who oversees the federal project «State for People,» said: «Мы последовательно меняем саму философию государственного управления. Идея в том, чтобы государство работало как современный сервис – быстро, просто и проактивно. Мы выстраиваем госуслуги вокруг потребностей и жизненных ситуаций человека, чтобы ему не нужно было разбираться в работе ведомств».

During the forum, the federal award «Leader of Client-centricity» will be presented. For the first time, a competitive selection of best regional practices aimed at improving the quality of public services will be held. The prize will help identify the most effective management solutions and facilitate their replication in other regions.

An important part of the program is the annual training for civil servants, organized by the Russian Presidential Academy of National Economy and Public Administration (RANEPA) as part of the federal project. Participants from Khabarovsk Krai will undergo training on the topic «Optimization of Government Services: From Functions to Solving Citizens» Tasks at the Regional Level.« They will learn to apply client-centric principles and process management tools when dealing with life situations.

Khabarovsk Krai has been actively implementing the federal project «State for People.» For example, «life situation» services have been introduced, allowing citizens and entrepreneurs to receive comprehensive services without visiting multiple institutions.

In 2025, the region completed work on two life situations in education and healthcare: «Enrollment of people with disabilities in regional vocational education programs» and «Undergoing preventive medical checkups (dispensary examination).» A year earlier, three other life situations were optimized: «Transportation of passengers and luggage by taxi,» «Obtaining the status of a social entrepreneur,» and «Reindeer husbandry.» These efforts reduced the number of in-person visits to authorities, required documents, and the overall time to receive services and support by three times or more.
